England’s Ageing Population: A Call for Inclusive Action 


The Centre for Ageing Better’s State of Ageing 2025 report paints a detailed picture of England’s shifting demographics. Over the past four decades, the number of people aged 65 and over has increased by 3.5 million, a 52% rise, while those aged 85 and over have grown by 0.9 million, marking a staggering 186% increase. 

This ageing trend is not uniform across the country. Rural and coastal areas are experiencing the fastest growth in older populations, with some regions like North Norfolk seeing over a third of residents aged 65 and over . Conversely, urban centres such as London have a younger demographic profile, though they are ageing more rapidly than in previous years.​  

The report also highlights increasing diversity among older adults. The number of people aged 60 and over from Black, Asian, and Minority Ethnic backgrounds has risen by 80% since 2011, reaching over 1.1 million. This shift underscores the need for culturally sensitive services and policies that address the unique challenges faced by these communities.  

Housing quality remains a pressing concern. Nearly 8 million people live in unsafe homes, with approximately 2.6 million of these individuals aged 55 and over. Poor housing conditions contribute to health issues and place additional strain on healthcare services.  

Financial insecurity is another critical issue. Relative pensioner poverty rates in the UK stand at nearly 18%, with certain groups, including individuals from some minority ethnic backgrounds, facing higher risks. For instance, over two in five Pakistani people aged 50 and over live in poverty.  

The State of Ageing 2025 report calls for comprehensive strategies to address these challenges. Recommendations include developing age-friendly communities, improving housing standards, and implementing policies that promote financial security for older adults. By taking proactive measures, society can ensure that ageing populations are supported, valued, and able to lead fulfilling lives.
